On Wednesday morning, 13 March, 2019, OFSA submitted official documents to the Human Resources Division, notifying OIST of its intent to negotiate an initial set of issues. OFSA has requested that the negotiation take place on 27 March. The University can suggest a different date, but under Japanese law, it cannot refuse to negotiate.
OFSA has informed OIST that it intends to negotiate the following items:
1. OFSA expects to conduct union activities on campus
A. OIST employees and OFSA members should be able to freely discuss OFSA on the OIST
campus during work hours.
B. OFSA wants access to OIST Email and TIDA to communicate with OIST personnel about
general union matters, such as recruiting of members, and to notify OIST employees about
issues that affect their workplace environment and careers.
2. OFSA requests office space and meeting rooms for OFSA-EC meetings.
3. OFSA wants information about the planned 8% PEREX reduction. Specifically, OFSA
requests:
A. a copy of the President’s letter to all VPs and Division heads mandating an 8% reduction in
PEREX expenditures
B. copies of all communications from Division heads to executives and managers regarding
plans to implement this reduction.
C. copies of letters to employees who have been terminated using this directive as an excuse
and names of those who have been informed verbally, instead of in writing.
